Best way to store file references?

Hi. I haven't had to do this since pre-Mac OS X days. What's the best way to store a file reference in my app? I would've used an Alias in the past, but now I don't know what to do.

I want it to be able to find the file, even if the user moves the file on the volume (or renames it). I want it to do this whether or not it was running, and if it's running, I'd like for it to notice a change.
