NSFullUserName() always returns the user name at app launch?

I'm using NSFullUserName() to get the user name of the currently logged user and from my application, the user can open the Accounts preference pane to edit it. Problem is, after the user changes his user name, another call to NSFullUserName() still returns the original user name. Is this a bug or what?
BTW, supporting 10.4 (preventing the user of NSPreferencePanesDirectory, how can one can safely builds the path to "Accounts.prefPane" and make sure it will work even if the system runs under a different language than English?
