Twisted may well be in the OS already: http://www.friday.com/bbum/2007/12/22/full-twisted-as-a-zip-for-leopard/
Off list I was informed of AFHTTPServer, part of http://code.google.com/p/amber-framework.
This code looks very well engineered and supports both RC + GC.
Something that lives in the bundle might offer fewer support/configuration issues if less outright HTTP-power.
