Yes, it's very simple. Open up the Accounts function in the System Preferences on an OS X client machine (Leopard or SL, I'm too senile to remember whether Tiger had this or not). Create a new user or just pick an existing user (you can always cancel out of this) and click on change password and then click the Key Icon nest to the password. You will get a numerical score, red, yellow green rating and a suggestion for a stronger password.
