I don't believe there have ever been public APIs for simulating drag-
and-drop at that level. It only runs under the control of the actual
mouse. (Unless there's something in the accessibility APIs that allows
this?)
What exactly are you trying to do? Are you sure there isn't a way to
use AppleScript or something similar to tell app B to accept a new
piece of data?
