I don't believe that was ever made explicit. I've always operated under the presumption that those XML files were for the sole use of the iLife apps and the media browser. Judging by the responses on MacOSX-Dev, I'm not alone.

I can confirm that reading the ~/Music/iTunes/iTunes Music Library.xml file works fine.

One of my apps does it since many years and it works great.
