Um, no. Ad hoc is a legitimate distribution channel that just doesn't happen to go through the App Store.

You can do it manually by creating a directory tree of the form
top/
iTunesArtwork
Payload/
yourapp.app/
.
.
.
Zip up everything inside top, then rename the zip file to yourname.ipa.
