I'd suggest that you look up NSHomeDirectory and NSHomeDirectoryForUser in the documentation.
And I'm afraid it's never safe to assume anything... especially given that users will often do such things as eternally run an application from the downloaded DMG, and wonder why launching takes a few moments as the computer unpacks the DMG every time they start the app from the dock...
