If you're looking for a solution to the "Make those @%#$%! things stop springing open!" issue, I've gotten a few compliments and no complaints with this:
• During dragging, display a tooltip which says something like "To stop folders from springing open, hold down 'shift' key".
• Detect shift key down in -draggingUpdated: and if so, remove the tooltip, and set a flag.
• In -outlineView:shouldExpandItem:, if the flag is YES, inhibit expansion.
• A timer resets the flag after 250 milliseconds.
The reason for the timer, as I recall, is that there are several ways in which a drag operation could end, and the timer was the only way to cover all the corner cases.
