After much exploration I found that the problem was resolved by setting the autoresizing mask of the parent tableView to flexible height/width.
This did not occur to me earlier because, as I mentioned, visually everything resized properly. I'm unclear whether this is a framework bug or confusion on my part, but I'm happy it's working and just wanted to share the solution.
(As an aside, another oddity is that I found the problem only presented when the _index_ was visible. If I suppressed index display, the _header_ bug resolved itself. Strange.)
