Is there any API to detect the WIFI/CELL Signal Strength

Hi,
   I am working on a streaming application. I want to notify the user,
if the data network quality is not good.

Is there any API to detect the WIFI/CELL Signal strength. I could not
find any resource from Google other than Field Test utility to display
the cell signal strength.

Any help is highly appreciated.
