Persistant reference to file that is not a path?

Hello all,

not even sure where to start looking for this, but is there a way to have a reference to a file so that one can open it even after it has moved?  That is, without having to save the path as the key to the file.

I'd like to be able to allow the user to move files if s/he wants and still have my app find them.
