Multiple people already mentioned overlay windows. It is now your responsibility to think of ways in which overlay windows can help you. Drawing a frame seems like a rather small logical leap from "use an overlay window."

This is correct. Mac OS X is not Windows. You don't get to muck with other apps' windows and objects.
