They've hidden the user library from casual users. Probably a good thing.

You can open it by going to the Go menu in Finder, choosing Go to Folder..., and typing "~/Library". It's probably pretty easy to make it a Favorite or to write an AppleScript script, but I haven't gotten that far yet.
