Have not noticed it because I use my own migration code.  If you are using Auto Save, though, there would be no need for the ~ files since they should be available in Versions browser, so it would make sense that Apple drop this "feature".

I definitely wouldn't consider it much of a loss, though.  The only thing those ~ files have done for me is to confuse users.
