Why not use NSLog and find out? :)
Basically, you shouldn't make *any* assumptions about this. If you need to do something in response to isFinished that has to be on a particular thread (such as the main thread), then jump out to that thread in your implementation of observeValueForKeyPath:...
The same is true if you post a notification from the NSOperation.
