I don't know that grep understands UTF-16, but this seems like a
problem that a well written regexp could solve.

grep -Pv '^((\s*)|(/\*.*\*/)|(.*;))\s*$' MyFile.strings

Adjust as needed. Maybe quickly convert the file to UTF-8 if grep
chokes on UTF-16.
