Missing header files/folders?

I've just bought a new Mac, and after migrating and updating I notice that inside the frameworks in /System/Library/Frameworks/, the Headers link and Headers folder that appear on my old Mac are not to be found on my old one. Should they be there, or are the ones on my old Mac a relic of systems past?
