AXMakeProcessTrusted works fine for me, and it has worked fine on Leopard, Snow Leopard and Lion. To see it working, download my free Event Taps Testbench utility and choose Enable Access For > ET Testbench Only from the application menu to make it a trusted process. <http://pfiddlesoft.com/eventtapstestbench>.
If you want help figuring out why it isn't working for you, you will have to provide more information. For example, the full text of the error message might be informative. And a more complete explanation of how you are using it with install_name_tool.
