How to subscribe to Xcode users list?

Several Apple pages have links to <http://www.lists.apple.com/mailman/listinfo> or <http://lists.apple.com/mailman/listinfo>, but when I try to open these pages I get:
"The page you tried was not found. You may have used an outdated link or may have typed the address (URL) incorrectly. You might find what you’re looking for in one of these areas:"
At the bottom of this page is a link called "Lists" with one of these bad links.
So: how can I subscribe to the Xcode users list?
