Thank you Mike, that explains it.  I *am* using Automatic Menu Enabling.  Therefore, -[NSMenuItem setEnabled:] has no effect.

(More precisely, as I have found by debugging, it apparently does have an effect, but the effect is wiped out by Automatic Menu Enabling which re-sets it to enabled:YES before the menu is displayed.)
