They did try to limit to 5 people from each team.

Not even close, IO was absolutely ridiculous , if you applied within 15 seconds of the opening you were told tickets were sold out even though people 10 mins later got them. The google io web app was a disaster in design. I think if you were able to find out about the WWDC tickets in time you could get them and the site was a million times more stable.
I don't think they need to increase the cost, they need to let developers know a week ahead so you can plan for it and limit it to developers only.
