PackageMaker Unable to Change Content Permission

Hi,

I am trying to use PackageMaker to create a package for my application. This is the first time I opened up PackageMaker in Mountain Lion. I am running into a problem where the content permission cannot be changed to anyone else but me. I don't see any other users populated in the drop-down menu like it used to show up before. Wondering if anyone has any advice.
