This is my feeling as well. I just wish I had a clue how to do this in a robust way with some sensible UI. At the moment, the core data sqllite syncing works with transaction logs, so if iCloud is disabled, no transaction logs are created. So I've no idea how to propagate the changes made while iCloud is off, after the user enables iCloud again.
