I can reproduce that state as a user by:
1. Showing the Colors panel
2. Selecting the Color Wheel
3. Hide Toolbar
4. Resizing the bottom area to hide the "swatches" section entirely.

Once in this state, it seems to persist between application launches (window state is saved/restored).
