Is the text field configured with Refuses First Responder?
Does the panel have a title bar or resize indicator -- not when it's running as a sheet, but in its style mask? See the documentation for -[NSWindow canBecomeKeyWindow].
Is the window to which the sheet is attached able to become key? (I actually don't know what happens if you run a sheet which can become key on a window which can't.)
Is anything written to console when the panel is loaded or when you attempt to start editing in the text field?
Does the text field have bindings? Are they configured with Conditionally Sets Editable or Conditionally Sets Enabled? (The former is on by default, which is often annoying.)

Ken
