Well you could spitball about why you need post-scroll clean up.
Maybe there's a way to eliminate it.

The "cleanup" actually is a UI thing which, after the scroll/swipe is complete, re-aligns the object that has been moved during the scroll so it snaps to a certain location.

So, it's closely tied to the scroll and it's important to know that it really is over.
