The problem also surfaces when I don't draw the rectangle at all. I should probably have done that first to make things simpler, sorry. Here's a new video with simplified background:

Again, while the mouse is dragging, there's no painting of any kind going on, no content assignment to layers or filters that change. The only thing that happens is that the moveableLayer is repositioned.
