Yup, that was it. public.data has to be the first item in the array. I tried:
* public.database (item 0) only: fail.
* public.database (item 0), public.data (item 1): fail.
* no conformance declarations: fail.
* public.data (item 0), public.database (item 1): success.
* public.data (item 0) only: success.
Thanks so much. That was driving me crazy.
