recreating lion fullscreen icon style

Hi,

I'm working on a project where I might put icons in the top-right toolbar kinda like the fullscreen icon for lion or like the Mail icons in this window where I'm typing right now.  My question would be what is the best way to put them there?  I know how to get them to appear in the window frame, but should they be borderless buttons?  Or individual views with mouse over?  Or???
