Actually now that I think of it, that's a load of bull. If NSTextView is
the document view of a scroll view, it fills out the scroll view so it
can accept mouse clicks in the entire area.

The rest of my post still stands, though—it appears that NSRulerMarker
collaborates directly with NSScrollView to draw the guidelines.
