Right. Don’t you normally have to press Shift-= on your keyboard to get a + sign? (It’s that way on US keyboards at least.) If you want it unshifted, set the key to “=“.

There’s an unshifted + key on the numeric keypad of an extended keyboard, but not everyone has an extended keyboard; in fact I would guess most users don’t. I am not sure how you set a menu key binding for that, since you’d have to refer to it by its key-code not its character value.
