Questions about voip app relaunch after crash

I've successfully written an app to test out the voip background mode. I'm able to maintain a connection, and iOS re-launches my app after it exits abnormally.

But it doesn't activate/deactivate the app (obviously), and so (currently) my app doesn't re-install its keepalive handler. I guess there's no reason I can't install that in -application:didFinishLaunchingWithOptions:.

Is there any way to get the significant location change service to resume operation? I do re-instantiate and start it when my app launches, but it never calls that service. I have location and voip as background modes specified.
