I'm not even sure of that. I'm in the US and using a US keyboard and still, Xcode's binding GUI shows that shift is needed for some keys, but not for others.
It's not even solved in the US case.
At first glance, to solve this for US and international keyboards, it seems like a look up table of your current OS language and keyboard would be required so that the GUI can see if the key indicated is only created as result of pressing shift for the keyboard you have. Just a first glance, I'm sure there are other factors involved that I'm not aware of.
