Notification Center settings

Hi all,

Is there any API (or any other way) to read user settings for the Notification Center in OS X 10.8 (e.g. whether user notifications are enabled for a particular application)? The only thing I can find is some kind of database (.db) file located in the "~/Library/Application Support/Notification Center" folder, but I have no idea what its format is (SQLite perhaps) and how to extract any useful data from it.
