1) Yes, please do file a radar. It helps Apple know what sort of things third party developers would appreciate seeing. But:

2) Don't expect to see any change any time soon. OAuth might make it in 10.9, but there's virtually no chance Apple will backport it for you into 10.8.x, let alone any earlier. In the meantime https://github.com/danielctull/DCTAuth is probably a good bet
