iOS restricted distribution security question - is this the right place to ask it?

I just ran in to a problem with an iOS app that is signed with an enterprise distribution profile (which is only supposed to allow the app to be installed on a few machines) being completely defeated if our unrestricted distribution profile is already installed on the iOS device.
Basically, if you try to install this enterprise app from mobile Safari on any iOS device that is not one the 4 that the distribution profile it is signed with allows, it will not install.
As expected, the install on the home screen of the device stops 2/3rds of the way through the install.
Install another one of our apps that has the "all apps" enterprise distribution profile installed and then if you click reload on the stopped install of the restricted app, install restarts and completes.
I'm kinda shocked here at this point.
If this is not the right place to ask this question, does anyone know the proper place to direct it?
