I have confirmed that this behavior is different between 10.7 and 10.8. I've had multiple people test this in addition to myself and on 10.7 the shadow offset jiggles and on 10.8 it always works as expected.

So one way or another, this is a bug in OS X. If I use -1.001 for the Y offset, the shadow's y offset remains fixed as as the X offset changes which is good enough for my needs. I can't see a downside.

Strange issue. I'll file a radar and see what they say.
