Pretty certain this is an iOS bug. You can see it in Photos if you navigate to any photo, hit the Share button, and select Slideshow. Photos presents the popover from the barButtonItem and has the same issue.
There isn’t a reasonable work around (i.e. one that isn’t guaranteed not to break at some point in the future) so I would recommend living with it for now.
