No Accessibility for Many Status Items

Can anyone explain why, when navigating between Status Items in the menu bar with the right and left arrow keys, the loop wraps on the left when you get to the first non-Apple status item, and wraps on the right with the Fast User Switching menu?

The Spotlight menu, Notification Center, and all non-Apple status items are therefore inaccessible.  I think this is terrible, but it’s been that way for many years.  I’ve possibly filed a bug on this, but can’t verify that now because Bug Reporter is down.

Is there some explanation for this that I’m too old to see?
