Yes it is. That’s why you create a way for it to be something they want to enable. When we talked to Apple about this, they gave us some examples from other apps that they liked. Here is our version (its a link to an image):

But even so, other apps like Fandango and the Apple Store app just have a button “Add to Calendar” and then comes the dialog at that time. It makes sense to the user. They mostly don’t say no because they hit “Add to Calendar” and then they get a dialog asking for permission.
