Subclass UIScrollView. Make your cells subviews of the scroll view. In -setContentOffset:, position the cells in your frozen row/column such that they are always visible, while the rest of the content scrolls beneath them.
Hope that's a helpful start. If you want much more detail, you're going to have to pay someone.
