Reading UTI plists makes my head hurt, so I may be getting this wrong, but it looks to me like you’ve put the file extension in the document type definition instead of in the UTI definition. The extension in the document type definition is a legacy thing from the days when no UTI was used, and AFAIK is unused when a UTI is specified.
