Apple very carefully reserves the right to make judgments outside the legalistic reading of the guidelines, to prevent developers from gaming the system. So I don't know for sure, and unless your design is fairly conservative, nobody but your reviewer can tell you.
There are lots of apps out there that go far beyond straight-UIKit, and WWDC speakers were enthusiastic about them. That you're using black instead of white is unlikely to be an issue (I'd bet), unless it affects usability. You say "the UI Elements are completely iOS 7 like." (Is there a missing "not?") It counts in your favor that you don't use standard elements in a confusing way.
But: "Basically works, but it does't look very nice" is a red flag. Apple says it might reject for shoddy appearance, and certainly would if you can't do better than "_basically_ works." It is very clear about not offering obviously-unfinished products to the public. If your app looks as though it were rushed out the door, you have a problem. (As anyone can tell you, there are (tens of?) thousands of apps in the App Store that fall short of Apple's standard of "beautiful" — I'm responsible for one or two myself — but there is a limit.)
