Assuming this is indeed on the Mac, you will indeed want to put the collection view inside a scroll view. In fact, this is how it should have been set up when you dragged it out of the object library and dropped it in your nib.
NSScrollView has plenty of methods for scrolling it. Hide the scrollers and wire up some buttons.
