Does webView:setToolbarsVisible: also mean the window's toolbar?

In the WebUIDelegate (unofficial) protocol, there are functions getting/setting toolbar-visibility like webView:setToolbarsVisible:.  Are these just for custom toolbar-like controls you make at the top of your content area, or is the official NSToolbar for the NSWindow also included?
