Where are my speechVoices?

+[AVSpeechSynthesisVoice speechVoices] is "Available in iOS 7.0 and later."

But when I do:
	NSArray *allVoices = [ AVSpeechSynthesisVoice speechVoices ];
	NSLog(@"%s allVoices %@",__FUNCTION__, allVoices);
I just get nil.

But in the same function [ AVSpeechSynthesisVoice voiceWithLanguage: @"th-TH" ] returns a valid AVSpeechSynthesisVoice.

What am I doing wrong?
Xcode 6 beta 3; iOS Deployment Target = 7.1
