Unfortunately I think this is the case.
What I have done in the past is to create one view that encompasses a number of controls; I then add that as one item to the toolbar.
That approach only works if you don’t want to customise the toolbar based on individual items though.
NSStackView now provides a convenient way of building horizontal tool view type controls.
NSToolbar could really do with an oil change.
Unfortunately there is currently no FOSS alternative.
