For the simple part that they are not wanted.
Frequently, animations get in the way of the user and help to ruin the user experience.
To not be able to disable an unwanted animation, well, that's really bad.
I just started using AppCode and though the graphics are meh, the simple ability to expand and collapse tree views of files without waiting on an animation is a simple godsend.
Honestly, the more animations make it into the look and feel of the OS, the more I dislike the look and feel of the Mac OS. Why? All too often animations are very distracting and do nothing helpful to the user experience. To not be able to turn them off is a huge disservice to the user.
TL;DR: there are many reasons to want to turn them off.
