It's a very simple layout, you could make your own. Use the Xcode 6 layout debugger option to see where all the parts end up.
I'm pretty sure it's all generated in code, actually, since it's older than autolayout and the variable number of buttons, with the spacing changing depending on how many you have, not to mention any right-to-left language issues it might do (never checked), is not something easily done in nibs.
